Although the market is rapidly heating up many buyers are still asking the question “should I buy now?”&lt;br /&gt;While price is the major concern for anyone selling a home, cost should be the primary focus of a buyer. That means you must take into account what your monthly payment will be, considering not only price of the home but the interest rate of your loan as well. Waiting for prices to bottom out while rates are increasing can and will wind up costing you more over the life of the loan. Fannie Mae, Freddie Mac, the National Association of Realtor, PMI and the mortgage Bankers Association are all projecting interest rates will increase over the next several quarters. It’s best that you meet with a mortgage professional to help you determine what an interest rate increase will cost you based on the size of your loan in addition to meeting with a real estate professional to discuss market trends. This information will help you to make the best decision for you.&lt;br /&gt;&lt;br /&gt;2. As we are all beginning to witness the increase in activity many buyers (and sellers) are asking “when will I begin to see appreciation?”&lt;br /&gt;Appreciation varies from market to market so it is important to sit down with an expert in your market area to look closely at local pricing trends. Nationally, there are indications that values will begin to rise this year. National Association of Realtor (NAR) projects home prices to grow slightly, .5% in 2011. Marco Markets LLC, a financial technology company, recently asked more than 100 housing industry experts to project housing prices through 2015. The results, released in the company’s 2010 Home Price Expectation Survey, show that experts think prices will start increasing in the second half of 2011, reaching a cumulative appreciation of more than 10% by 2015. Tucson area experts are expecting up to 3% appreciation this year and again next year.&lt;br /&gt;3. Some people right now are giving a heavy look to the differences between buying and renting and asking the question “does buying really make better sense than renting?”&lt;br /&gt;Forget about finances for a minute. Why did you ever consider buying a home? The Fannie Mae National Housing Survey shows that four of the biggest reasons people buy a home have nothing at all to do with money. They want a place to raise and educate their children, they want a place where their family will feel safe and secure, they want to have plenty of living space and outdoor space, and they want to have control over their space. What non-financial benefits will your family have from owning a home? Your answer to that question should be the reason you choose to buy or not. The contract has been used exclusively since March 1st, 2011; although there are still some agents, brokers and companies out there using the old contract! Whether you are a buyer or a seller this puts you at risk or at the very least facing a counter offer demanding proper/current forms. Make sure whomever you work with and is representing you (if in the far off chance it is not me) is an expert and has had training and experience with the new contract and forms. You don’t want someone “practicing” on you and with your house! I have been through training and several successful escrows and closings with the new contract. You also want to make sure your lender is on board with the new Pre-Qual and LSU requirements they are facing as well. It is a team effort. How about AZ?</title><content type='html'>According to the US Census Bureau Arizona is the second fastest growing state with Nevada being number one. This equates to a faster and stronger housing recovery for our state than other parts of the US.&lt;br /&gt;The 2010 Census released by the US Census Bureau, the US population was more than 308 million as of April 1, 2010, up 9.7% from 2000 resident population of 281 million.&lt;br /&gt;All four regions of the country posted population increases over the past decade. The South gained more than 14 million people and the West gained more than 8.7 million. The Northeast and Midwest grew by 1.72 million and 2.53 million, respectively.&lt;br /&gt;California was the most populous state with more than 37 million residents, and Wyoming was the least populous with 563,626 people. Texas had the largest population gain numerically (25.14 million, up from 4.29 million) and Nevada had the highest percentage gain, up 35.1% to 2.7 million. Michigan was the only state that declined in population.&lt;br /&gt;(March/April 2011 issue of The Residential Specialist)&lt;br /&gt;&lt;br /&gt;Food, clothing and shelter are the big three that humans will always need for survival. With the population growing there will be no lack of demand in the future for these. He is an authority on Arizona’s economy and is a consultant to a number of Arizona’s largest companies, Arizona’s Governor and Legislature, as well as a number of local governments. With 30 years heading the College’s Forecasting Project, Mr. Vest has authored over 175 articles on the economy. These forecasts are recognized as among the most accurate in the western states, and he is frequently quoted in both the local and national business press.&lt;br /&gt;We also had a chance to hear from the Manager of the Town of Sahuarita, Jim Stahle; the Manager of the Town of Oro Valley, Jerene Watson; the Manager of the Town of Marana, Gilbert Davidson; and the Manager of the City of Tucson, Mike Letcher.&lt;br /&gt;Each speaker shared their view on where our community is going and what they see for 2011.&lt;br /&gt;&lt;br /&gt;The following is a re-cap.&lt;br /&gt;According to Mr. Marshall Vest the US economy is in expansion mode. The recovery is over and nationally we have regained (or recovered) the loss and the GDP (Gross Domestic Product) is high. Although unemployment is still high and credit is still shrinking the national numbers are up and moving in a positive direction.&lt;br /&gt;In 2005 the real GDP was 13.5 trillion dollars today that number is the same. Confirming that we are back to where we were in 2005. Further support of this is the growth in the real GDP for the last six quarters in a row. The expected growth rate is 2% to 3%.&lt;br /&gt;&lt;br /&gt;Arizona’s economy however is just beginning its recovery. This recovery phase is predicted to last to 2013 followed by our expansion phase beginning end of 2013 beginning of 2014.&lt;br /&gt;&lt;br /&gt;A quick look at our housing numbers. Presently we have an enormous inventory of vacant homes. In Arizona we have approximately 130,000 homes sitting vacant (where they once received mail and now have not for 90days or more) this is 4.9% of all houses. The normal rate is 1.5% of all homes are vacant.&lt;br /&gt;Nearly half of all Arizona home owners are in a negative equity situation.&lt;br /&gt;The number of foreclosures in Arizona placed us in the second highest state in the US. The highest number of foreclosures was in Nevada. In 2010 one in 17 homes received foreclosure notices which is 5.73%. However, this is down 4% from 2009. To give you some perspective on where Tucson sits within the state of Arizona, while AZ is the 2nd highest state in the nation for foreclosures Tucson is not even in the top 50 city’s for foreclosure. Las Vegas was the number one city in the nation for foreclosures with Phoenix as number two, Orlando, FL was number three and Ft. Lauderdale, FL was number four.&lt;br /&gt;Tucson lost around 30,000 jobs during the recession however they are working hard to make those back up. The top three areas of industry that provide the most employment in Tucson are: 1. High Technology at 12%, 2. Tourism at 12% and 3. U of A at 12%&lt;br /&gt;&lt;br /&gt;Retail sales were up in 2010 and are expected to grow 6-7% in 2011.&lt;br /&gt;Tucson will continue to see modest improvements in our recovery in 2011 and this really accelerated in 2012 and 2013.&lt;br /&gt;Investors are starting to come back into the market of home purchases with prices so low they consider this a time they cannot afford NOT to buy. Rid Your Home of Clutter.&lt;br /&gt;If you're thinking about putting your home on the market, it's a known fact that homes with less clutter will sell faster. Go through your entire home, including the garage, and clear out anything that's no longer of use. You can even earn some money for your efforts by holding a garage sale or donating the items to charity.&lt;br /&gt;&lt;br /&gt;2. Spring is for Cleaning.&lt;br /&gt;When was the last time you did a real Spring cleaning? One where you cleaned behind the oven and fridge, or pulled the books out of the bookcases before dusting? Keep in mind that a good spring cleaning doesn't have to take place in one day, and it can start in winter, when you're inside due to the colder weather.&lt;br /&gt;&lt;br /&gt;3. Deal with Roof "Issues".&lt;br /&gt;Winter can wreak havoc on your home's roof, so early Spring is a good time to assess its condition. Loose or cracked roof tiles should be replaced, every 3 to 5 years a flat roof should be recoated and or low spots addressed and touched up, and the chimney should be thoroughly inspected.&lt;br /&gt;&lt;br /&gt;4. Go with the Flow.&lt;br /&gt;Plumbing is very important to both homeowners and homebuyers. Is the hot water hot enough? Do the showers have the perfect pressure? Does the toilet run longer than it should? Start paying attention to these "minor" issues and work to get them resolved.&lt;br /&gt;&lt;br /&gt;5. Embrace the 21st Century.&lt;br /&gt;Look around your home and determine where it may be reflecting its age. For instance, if you've got "pop-corn" ceilings, consider getting rid of them. People are also going out less and entertaining at home more, so improvements that increase the usability of available space are popular.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;1. The Zen-Like Bathroom&lt;br /&gt; &lt;br /&gt;The 'bathroom as spa' (aka, 'hideout from daily life') has been a trend for years and is still going strong.  Luxurious elements such as Jacuzzi tubs, steam showers, and dual showerheads add to the effect.  According to some designers, rectangular sinks are gaining ground, as are larger-sized tiles for flooring.  Wood-based elements reminiscent of actual spas are also being seen more frequently.&lt;br /&gt;&lt;br /&gt;Tip:  Think of ways to incorporate as much technology as possible, for example, by installing a flat screen TV for the bath.&lt;br /&gt;&lt;br /&gt;2. Warm, Muted Colors&lt;br /&gt;&lt;br /&gt;Experts predict that warm neutrals will continue to be popular this year, along with the creams, beige, and mushroom colors that until recently were more common in higher end homes. Open, Informal Kitchens&lt;br /&gt;&lt;br /&gt;The kitchen is still the heart of the home, and it's a place where great feel should meet functionality.  Today's home buyers overwhelmingly choose kitchens that are open to a gathering place such as a family room, so remember to think 'flow,' and try to envision several people cooking and guests mingling when you consider floor plans.&lt;br /&gt;&lt;br /&gt;Kitchen flooring these days is frequently tile, especially ceramic tile or natural stone tile such as honed Travertine.  Hardwood is also a popular choice, although more subject to water damage, and granite and quartz are still very popular materials for countertops. NAR (National Association of Realtors) forecasts that first-time buyers will again be a dominant force in 2010 at 45% of the market. A 2009 NAR study revealed that 53% of first time buyers were referred to an agent to purchase their home.&lt;br /&gt;&lt;br /&gt;3. Home sales prices are expected to increase in 2010&lt;br /&gt;Lawrence Yun, Chief Economist of NAR, expects a 20% boost in existing home sales in the first half of 2010 compared to the same time last year. This will further reduce inventory and set the stage for price increases in many parts of the country.&lt;br /&gt;One factor underlying the home sales forecast is that mortgage rates will continue to remain at near historic lows-under 6%.&lt;br /&gt;&lt;br /&gt;4. First-time homebuyers are defined as people who have not owned a home in the previous three years. Repeat buyers must have owned their current home at least five years. The credit cannot be used for houses costing more than $800,000.&lt;br /&gt;·         Deadline for qualifying: Purchase agreements must be signed by April 30, 2010, and closings must be final by June 30.&lt;br /&gt;·         Military deadline: The deadline is extended by a year for members of the military who have served outside the U.S. for at least 90 days from Jan. 1, 2009, to May 1, 2010.&lt;br /&gt;·         Income limits: Individuals with annual incomes up to $125,000 and joint filers with incomes up to $225,000 qualify for the full credit. Individuals with incomes up to $145,000 and joint filers with incomes up to $245,000 qualify for reduced credits.&lt;br /&gt;·         How to apply: Taxpayers can claim the credit on their federal income tax returns. If the credit exceeds their tax bill, the government will issue a payment. The credit for FTHBs is 10% of the purchase price of the home, with a maximum available credit of $8,000.&lt;br /&gt;Single taxpayers and married couples filing a joint return may qualify for the full tax credit amount.&lt;br /&gt;Current Owners: The tax credit program now gives those who already own a residence some additional reasons to move to a new home. This incentive comes in the form of a tax credit of up to $6,500 for qualified purchasers who have owned and occupied a primary residence for a period of five consecutive years during the last eight years.&lt;br /&gt;Single taxpayers and married couples filing a joint return may qualify for the full tax credit amount.&lt;br /&gt;What are the New Deadlines?&lt;br /&gt;In order to qualify for the credit, all contracts need to be in effect no later than April 30, 2010 and close no later than June 30, 2010.&lt;br /&gt;Tax Credit Versus Tax Deduction&lt;br /&gt;It’s important to remember that the tax credit is just that… a tax credit. The benefit of a tax credit is that it’s a dollar-for-dollar tax reduction, rather than a reduction in a tax liability that would only save you $1,000 to $1,500 when all was said and done. So, if a first-time homebuyer were to owe $8,000 in income taxes and would qualify for a tax credit of $8,000, she would owe nothing.&lt;br /&gt;Better still, the tax credit is refundable, which means the homebuyer can receive a check for the credit if he or she has little income tax liability. For example, if a first-time homebuyer is eligible for a tax credit of $8,000 but is liable for $4,000 in income tax, she can still receive a check for the remaining $4,000!&lt;br /&gt;Higher Income Caps&lt;br /&gt;The amount of income someone can earn and qualify for the full amount of the credit has been increased.&lt;br /&gt;Single tax filers who earn up to $125,000 are eligible for the total credit amount. Those who earn more than this cap can receive a partial credit. However, single filers who earn $145,000 and above are ineligible&lt;br /&gt;Joint filers who earn up to  $225,000 are eligible for the total credit amount. Those who earn more than this cap can receive a partial credit. They looked at places with a low cost of living and that offered a wide range of activities. They looked for affordability, low rates of unemployment and the ability to walk and bike to work along with other “outdoor amenities” such as farmers markets and hiking. They also looked at low rates of suicide, crime, divorce, depression and other factors that play into how stressed people feel living there. Once they came up with 25 the editors at the magazine picked the top cities in different areas of the country to make sure that every region was represented. Most recently the federal government is passing a new law in the Truth in Lending Act. Below are a few of the highlights provided by the National Association of Realtors. If you would like more information or the name of a great lender please give me a call.&lt;br /&gt;&lt;br /&gt;Now is a fantastic time to be a buyer so if you know someone looking to make a home purchase I would love to help them.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Lenders will be subject to new disclosure requirements for mortgage loans under the Federal Reserve Board Truth in Lending Regulation (Reg Z). The new requirements apply to loan applications filed on or after July 30, 2009. The new rules are complex and compliance will be a challenge for lenders. REALTORS® will want to advise clients of potential delays and the new procedures. Here are key highlights of the changes:&lt;br /&gt;&lt;br /&gt;-- The new requirements apply to all mortgages secured by a borrower’s home, including primary and second homes and refinancings. Investor loans continue to be exempt.&lt;br /&gt;--Lenders must give good faith estimates of mortgage loan costs within 3 business days after the consumer applies for a loan (early disclosure). The lender may not collect any fees before the disclosure is provided, except for a reasonable fee for obtaining a credit report.&lt;br /&gt;--The closing may not take place until expiration of a 7 day waiting period after the consumer receives the early disclosure.&lt;br /&gt;--If the annual percentage rate (APR) increases by more than 0.125 percent, the lender must provide a corrected disclosure to the borrower and wait an additional 3 business days before closing the loan. Understanding your credit score is more important now than ever. This months Item of Value I mailed out addressed this but I wanted to take it a little deeper.&lt;br /&gt;&lt;br /&gt;How to Understand &amp;amp; Improve your Credit Score&lt;br /&gt;&lt;br /&gt;Know the Rules: Too many credit applications can lower your score. Multiple inquires signal that you are having trouble successfully securing a loan and may be a credit risk or undesirable borrower. However, multiple inquires to the same type of lender, such as a mortgage company, are counted as a single inquiry if submitted over a short period of time.&lt;br /&gt;&lt;br /&gt;Reduce Your Debt: Creditors look for an optimal total debt load of around 36% of your household income. You don’t want your mortgage, car loan and revolving credit card payments to total more than 36% of your monthly income.&lt;br /&gt;&lt;br /&gt;Pay on Time: The easiest way to raise your credit score is to make all your payments on time every month. Over the span of several months, you will likely see your credit score improve. Any payments you can make automatic will prevent you from ever missing.&lt;br /&gt;&lt;br /&gt;Timing is Everything: Wait 12 months following a credit problem before applying for a mortgage or auto loan. You will be penalized less for problems that are more than a year old.&lt;br /&gt;&lt;br /&gt;Get Your Finances in Order: Avoid credit card purchases prior to applying for a major loan and stay away from independent finance companies with high interest rates, which reflect poor credit management. Transferring debt from one card to another is another way to lower your credit score. Paying off your credit card each month is ideal.&lt;br /&gt;&lt;br /&gt;Plan Ahead: Don’t open new credit card accounts right before applying for a home or auto loan. Having too much available credit can lower your score. Also the longer you have been at your current job the better this reflects on our qualifications. The tax credit is the lesser of $8,000 or 10% of the homes purchase price. This credit provides a dollar-for-dollar reduction in federal income tax or alternative minimum tax and is also refundable. This means that if the credit is more than your tax liability, the excess is refunded to you. The credit is authorized by the Housing Assistance Tax Act of 2008 and further amended by the 2009 Recovery Act. It applies to houses purchase after April 8, 2008 and before December 1, 2009.&lt;br /&gt;&lt;br /&gt;To qualify for the full $8,000 credit:&lt;br /&gt;&lt;br /&gt;            + You (and your spouse if married) must have not owned a principal residence during the 3 years period before the purchase of the home,&lt;br /&gt;&lt;br /&gt;            + The purchase price of your home must be $80,000 or more, and&lt;br /&gt;&lt;br /&gt;            +Your adjusted gross income must be $75,000 or less ($150,000 for joint filers).&lt;br /&gt;&lt;br /&gt;A partial credit is available for taxpayers with income greater than $75,000 and less than $95,000 ($150,000 and $170,000 for joint filers).&lt;br /&gt;&lt;br /&gt;If the homebuyer purchases the residence in 2009, the homebuyer can elect to treat the purchase as made on December 31, 2008. By making this election, the tax payer will be able to claim the credit on their 2008 tax return.&lt;br /&gt;&lt;br /&gt;For purchases made before January 1, 2009, the credit must be repaid over 15 years with no interest charge beginning in the year 2010. The move in the past week by the Federal government has caused a very significant drop in mortgage rates.  This is great news and we need to take advantage of the steep drop in rates quickly, this is a real opportunity.&lt;br /&gt;&lt;br /&gt; Most of the time when things go on sale people get excited. Well…houses are on sale and we should all be excited! It took the government one full year to declare that we are in a recession that started December of 2007. Don’t wait another year to learn that we started coming out of it in December of 2008. By that time prices will have gone up. If you receive my newsletter you know that Tucson has been on a trend of stabilization. Rather than being fearful, take action and keep our market moving in a positive direction. It is always better to be proactive than reactive and then finding yourself saying “I wish I had done something then.”&lt;br /&gt;A lender told me yesterday he was able to lock a 30 year fixed rate for a client at 5.25%! We do not know how long this will last but today opportunity is knocking. In 2006 there were 327 &lt;em&gt;reported &lt;/em&gt;breaches, there were 100.3 million identities compromised yet the number of thieves sentenced was only FIVE. To date there are close to 200 million identities that have been stolen. It is expected to be 20 times worse in the next two years.&lt;br /&gt;There are five types of Identity Theft.&lt;br /&gt;1. Drivers License&lt;br /&gt;2. Social Security&lt;br /&gt;3. Medical&lt;br /&gt;4. Character or Criminal&lt;br /&gt;5. Financial&lt;br /&gt;We tend to focus on the fifth type however they are all a concern.&lt;br /&gt;What can we do? It boils down to Deter, Detect and Defend.&lt;br /&gt;Keep all sensitive information in locking file cabinets. Shred any information you no longer need. Be careful about what you put in your out going mail box. And never give out your social security number unless it is absolutely necessary. Most companies (like your bank and credit card companies) can identify you in other ways such as a series of questions. Early detection of potential identity theft can make a big difference. Keep an eye out for suspicious activity by regularly monitoring your financial statements and credit reports. If you should become a victim of identity theft the following steps will help.&lt;br /&gt;Place a fraud alert on your credit reports and review your credit reports.&lt;br /&gt;Close the accounts that you know or believe have been tampered with or opened fraudulently.&lt;br /&gt;File a complaint with the Federal Trade Commission.&lt;br /&gt;File a report with your local police or the police in the community where the identity theft took place.&lt;br /&gt;In some cases if you fail to follow these steps and report it quickly enough you may be held responsible.&lt;br /&gt;&lt;br /&gt;The above information comes from a class I just took on Identity Theft and an article put out by First American Title from the Federal Trade Commission.&lt;br /&gt;&lt;br /&gt;Be sure to visit the Federal Trade Commission’s website on Identity Theft to learn more. The theme “Survey says…” was two fold. After dinner we played a great game of Family Feud in teams based on our T.V. characters show/family. Guests had the opportunity to meet other clients of mine and I know several new friendships were made. After dinner I had a survey of my own. I am always seeking to improve my business and the services I offer you, my clients. I want to know what is working well and what needs changing or improvement so that I can better serve you and you’re your referrals. This proposition is critical to Real Estate and property owners here in Arizona and could greatly impact you when you buy or sell a home.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Proposition 100&lt;/strong&gt;, The Protect Our Homes Initiative, will protect both families and businesses from the damaging effects of a real estate sales or transfer tax. A real estate sales or transfer tax is a state or local government imposed tax that is collected when you sell or transfer ownership of your home, land or commercial real estate. While Arizona currently does not have such a tax, there is nothing to stop one from being enacted at any time. &lt;em&gt;Proposition 100 will ensure that real estate sales or transfer tax is never a burden Arizonans have to face&lt;/em&gt;. Proposition 100 will protect the equity that people have worked hard to build in their homes and property. Since home and property owners already pay annual property taxes, an additional tax would be double taxation.
